New world news from Time: Colombian Soccer Star Seeks Answers on His Disappeared Father

Image
BOGOTA, Colombia (AP) — The newly appointed chief of Colombia’s army says he is willing to meet with soccer star Juan Fernando Quintero to discuss his father’s disappearance more than 20 years ago. Gen. Eduardo Zapateiro said during a military ceremony on Monday he “shares the pain” of Quintero’s family and added that he is willing to meet with the River Plate and Colombian national team midfielder to discuss his father’s final days. Jaime Quintero was last seen in 1995 at an army base in the city of Carepa, which was then commanded by Zapateiro. According to Quintero’s relatives, Jaime was carrying out his compulsory military service, and disappeared after falling out with Zapateiro, who wanted to transfer him to another base due to his unruly behavior. Following Zapateiro’s appointment as army chief last week, Quintero’s relatives gave interviews on local media in which they complained about the general’s promotion, saying he still had not answered questions on Jaime’s d

New world news from Time: Kim Jong Un Calls for ‘Offensive Measures’ in Year-End Party Meeting as Tensions With U.S. Rise

Image
(SEOUL, South Korea) — North Korean leader Kim Jong Un called for his military and diplomats to prepare unspecified “offensive measures” to protect the country’s security and sovereignty, the North’s state media said on Monday, before his end-of-year deadline for the Trump administration to make major concessions to salvage a fragile nuclear diplomacy. Kim during a ruling Workers’ Party meeting Sunday also “comprehensively and anatomically analyzed” problems arising in efforts to rebuild the North’s moribund economy and presented tasks for “urgently correcting the grave situation of the major industrial sectors,” the Korean Central News Agency said. The plenary meeting of the party’s Central Committee, which began on Saturday, is being closely watch amid concerns that Kim could suspend his deadlocked nuclear negotiations with the United States and take a more confrontational approach by lifting a self-imposed moratorium on nuclear and long-range missile tests. New world news from Time: Japan Revises Its Plan to Clean up the Fukushima Site, Delaying Key Steps

Image
TOKYO (AP) — Japan on Friday revised a roadmap for the tsunami-wrecked Fukushima nuclear plant cleanup, further delaying the removal of thousands of spent fuel units that remain in cooling pools since the 2011 disaster. It’s a key step in the decades-long process, underscoring high radiation and other risks. The government and the plant operator, Tokyo Electric Power Co., still keep a 30- to 40-year completion target. A look at some of the challenges: More than 4,700 units of fuel in pools More than 4,700 units of fuel rods remain inside the three melted reactors and two others that survived the 2011 earthquake and tsunami. They pose a high risk because their storage pools are uncovered and a loss of water in case of another major disaster could cause fuel rods to melt, releasing massive radiation. Their removal at Units 1 and 2, after repeated delays, is now delayed by up to 10 years from the initial target of 2018, with more preparation needed to reduce radiation and clea

New world news from Time: Iran Reimposes Internet Blackout in Various Provinces, Local Report Says

Image
Iranian authorities have shut down mobile internet access across several provinces and security has been heightened in Tehran, the Iranian Labour News Agency reported, as mourning ceremonies approach for protesters killed last month in a government crackdown. The mourning services are scheduled to begin on Thursday. The independent Shargh newspaper said five unidentified provinces will be subject to the blackout, while ILNA said internet users in those areas will have access to a limited number of state-approved Iran websites and applications. Social media footage whose authenticity cannot be verified appeared to show an increased presence of security forces and riot police in the capital. Iran was rocked by protests in November after the government increased gasoline prices by as much as 200% and introduced rationing as the economy struggles under crippling U.S. sanctions. The unrest soon took a broader anti-establishment turn, sparking a violent government crackdown a

New world news from Time: Relocating the U.S. Base in Okinawa to Take Twice as Much Time and Money as Previously Thought

Image
(TOKYO) — The relocation of a U.S. Marine Corps base to a less-crowded area of the southern Japanese island of Okinawa will take more than twice as much money and time as previously estimated because of the need to stabilize the reclaimed land it will be built on, Japan’s government said Wednesday. The Defense Ministry said the relocation of U.S. Marine Corps Air Station Futenma from densely populated Ginowan to Henoko on Okinawa’s eastern coast will cost 930 billion yen ($8.5 billion) and take 12 years, pushing its completion into the 2030s. That adds more than a decade to the plan, which has already been delayed by more than 20 years because of local opposition and other reasons. Under an earlier plan agreed to by Tokyo and Washington in 2013, construction was to cost about 350 billion yen ($3.2 billion) and take five years, with completion expected in about 2022. Most of the additional cost and time is required to stabilize and strengthen reclaimed land off the coast

New world news from Time: Helicopters in Chile Douse Fire That Destroyed 200 Homes

Image
(SANTIAGO, Chile) — Helicopters dropped thousands of gallons of water on the outskirts of the Chilean port city of Valparaiso on Wednesday to extinguish a fire that destroyed more than 200 homes. Dozens of people living in the city’s Rocuant and San Roque hills sifted through the ruins of their homes after strong winds whipped the blaze through their neighborhoods Tuesday. Residents had been evacuated and there were no reports of casualties. The fire destroyed more than 200 homes and affected more than 1,000 people, Agriculture Minister Antonio Walker said Wednesday evening. Earlier, Interior Minister Gonzalo Blumel said authorities believe arson caused the blaze and urged people to report any suspicious activity. “We’re not certain, but everything indicates that yesterday’s fire was intentional, and began in an area quite close to the homes,” said Ezio Passadore, emergency manager for Valparaíso. The fire was doused in urban areas but remained “active” in the woods, said

New world news from Time: Israeli Prime Minister Evacuated From an Election Rally After Rocket Fired From Gaza Strip

Image
(JERUSALEM) — Israel said a rocket was fired from the Gaza Strip into its southern territory Wednesday, forcing Prime Minister Benjamin Netanyahu to be hustled from a stage during an election rally in the city of Ashkelon. The Israeli military said its air defense system, known as Iron Dome, intercepted the rocket. There were no reports of casualties. The Israeli newspaper Haaretz posted a video on its website showing Netanyahu being taken to a shelter as he was campaigning hours before the primaries of his Likud party. The video showed Netanyahu and his wife slowly walking off the stage with security guards after sirens went off. Early Thursday, Israeli fighter jets and helicopters carried out multiple strikes at three military bases for Hamas, the Islamic movement that rules Gaza, according to witnesses in Gaza. No casualties were reported as the sites have been empty. There was no immediate comment from Israel’s military. Netanyahu says he knows how to protect Isra

New world news from Time: Colors of the Mountain Author Da Chen Dies at 57

Image
(LOS ANGELES) — Da Chen, the brilliant storyteller who drew from the hardships he suffered as a persecuted child growing up in the midst of China’s cultural revolution to create the critically acclaimed memoir “Colors of the Mountain,” has died at age 57. Chen died of lung cancer on Dec. 17, his wife, Dr. Sun-Ling Chen, told The Associated Press on Tuesday from the family’s home in Temecula, California. His most recent book, “Girl Under a Red Moon,” was published just three months ago. Chen’s breakthrough came in 1999 with the critically acclaimed, best-selling “Colors of the Mountain,” in which he recounted the abuses he and his family suffered during the latter years of the country’s Cultural Revolution. It was a time when the Communist Party and its leader, Max Zedong, were cementing their grip on power following the country’s 1949 revolution and Chen’s family, who had been prosperous landowners, became pariahs, as did many others. Chen was bullied in school and eve

New world news from Time: Brazilian President Jair Bolsonaro Leaves Hospital After Losing Memory in Fall

Image
Brazilian President Jair Bolsonaro was discharged from a hospital Tuesday after recovering from a fall at the presidential palace that affected his memory. Bolsonaro, 64, had a quiet night and left the Armed Forces Hospital in Brasilia following about ten hours under observation, according to a statement from the presidency. The president temporarily lost his memory after the fall but later recovered it, he said in a televised interview to Band TV on Tuesday. “I didn’t know, for instance, what I had done during the day yesterday,” Bolsonaro said. “I fell on my back. I slipped forward and fell on my back. I lost my memory, but thank God, everything is in peace.” The president was rushed to the hospital shortly after 9 p.m. local time on Monday after falling in the bathroom of the presidential palace. No lesions were found during a brain scan and doctors recommended he rest at home following his release, according to the presidency. Bolsonaro was elected last year. He has bee

New world news from Time: President Trump Says North Korea May Be Planning a Nice ‘Christmas Gift’

Image
PALM BEACH, Fla. — President Donald Trump said Tuesday that North Korean leader Kim Jong Un may be planning to give him “a nice present” such as a “beautiful vase” for Christmas rather than a missile launch. The president was asked what he will do if North Korea does conduct a long-range missile test. The North has threatened to take unspecified action if sanctions are not eased by the end of the year, and speculation has centered on the possibility of a new missile test, possibly of an intercontinental ballistic missile capable of delivering a nuclear warhead. The North has said that its “Christmas gift” to the United States will depend on Washington’s actions. Trump, who is in Florida for the holidays, had just finished thanking service members from each branch of the military via satellite when he was asked about North Korea. He opted for a wait-and-see approach. “Maybe it’s a present where he sends me a beautiful vase as opposed to a missile test,” Trump said. “I m

New world news from Time: Queen Elizabeth to Acknowledge 2019 Was a ‘Bumpy’ Year in Christmas Speech

Image
(LONDON) — Queen Elizabeth II plans to acknowledge that both Britain and her family have endured a difficult year by saying during her Christmas message that it has been a “bumpy” time. The pre-recorded message will be broadcast in Britain and the Commonwealth nations on Christmas Day. It was recorded before the queen’s husband, Prince Philip, was hospitalized in London as a precautionary measure. Excerpts released by Buckingham Palace before the speech show the queen admits difficulties during the course of the year. Talking about the need for reconciliation and forgiveness, Elizabeth says: “The path, of course, is not always smooth, and may at times this year have felt quite bumpy, but small steps can make a world of difference.” She is thought to be referring both to Britain’s tortuous path out of the European Union, which led to a lengthy political stalemate broken only earlier this month when voters gave the pro-Brexit Conservative Party a comfortable majority in P

New world news from Time: New Construction at North Korean Missile-Related Factory Spotted in Satellite Images

Image
(SEOUL, South Korea) — A new satellite image of a factory where North Korea makes military equipment used to launch long-range missiles shows the construction of a new structure. The release of several images from Planet Labs comes amid concern that North Korea could launch a rocket or missile as it seeks concessions in stalled nuclear negotiations with the United States. North Korea has warned that what “Christmas gift” it gives the U.S. depends on what action Washington takes. One of the satellite images taken on Dec. 19 shows the completion of a new structure at the March 16 Factory near Pyongyang, where North Korea is believed to be developing and manufacturing vehicles used as mobile launchers for long-range ballistic missiles. Jeffrey Lewis, director of the East Asia nonproliferation program at the Middlebury Institute, said in an email that the construction seemed to be an expansion of the factory, which would be “big news.” North Korea used what appeared to be

New world news from Time: Australia’s Prime Minister Defends Climate Policy Amid Wildfire Crisis

Image
(PERTH, Australia) — Australia’s embattled Prime Minister defended his government’s climate policy Monday, as authorities warned the wildfires crisis ravaging the country’s most populous state could fester for months. Around 200 wildfires were burning in four states, with New South Wales accounting for more than half of them, including 60 fires not contained. The disaster has led to renewed criticism that Prime Minister Scott Morrison’s conservative government has not taken enough action on climate change. Morrison rejected calls to downsize Australia’s lucrative coal industry. Australia is the world’s largest exporter of coal and liquefied natural gas. “I am not going to write off the jobs of thousands of Australians by walking away from traditional industries,” he told Channel Seven. Morrison made the rounds on several Australian television networks Monday morning in the aftermath of his much criticized family vacation to Hawaii during the wildfires crisis. He event

New world news from Time: Attackers Hit a Venezuelan Military Post, Killing a Soldier

Image
CARACAS, Venezuela (AP) — Venezuela’s defense minister said that “extremist opposition sectors” attacked a military outpost near the border with Brazil early Sunday, killing at least one soldier before being chased down. Gen. Vladimir Padrino López said via Twitter that the attackers took a batch of weapons from the post, but that all the arms were recovered. He said at least some of those involved in what he called a “terrorist attack” were detained and being questioned, while the army and other security forces were pursuing the rest. The communications minister, Jorge Rodriguez, later tweeted that six people had been arrested in the incident. Without offering any evidence, Rodriguez claimed that those involved in the attack “were trained in fully identified paramilitary camps in Colombia” and that they collaborated with Brazil’s far-right government. Foreign Minister Jorge Arreaza, meanwhile, accused Peruvian authorities had allowed the attackers to organize. Colomb
